Remove explicit `py` token for parameter tracking within `CircuitData`. (#14706)

Since we currently only allow usage of `Param::Float` in C and we are unable to build `ParameterExpression` instances from Rust currently (until Oxidize `ParameterExpression` #13267 is resolved.) we should enable a path to convert `DAGCircuit` instances to `CircuitData` instances without python tokens for the case where float parameters are the only instances available.

The following commits hide this dependency under the usage of `Python::with_gil()` which should be inaccessible from C.
