fix: resolve Dialyzer errors and add todo documentation

- Fixed unknown_type error in bus_snapshot.ex by correcting Signal type reference
- Fixed pattern_match_cov errors in bus_state.ex by removing unreachable clauses
- Added :bad_request to error_type union in error.ex to fix no_return/call errors  
- Fixed pattern_match_cov error in router.ex by removing unreachable case clause
- Added comprehensive todo/ documentation for all Dialyzer errors with fix plans

Reduces Dialyzer error count from 16 to approximately 11 remaining errors.
Next: fix remaining errors in bus_subscriber.ex, persistent_subscription.ex, and router/validator.ex
