chore: add utility for managing module versions (#295)

* chore(version_manager): enhance version check, fix, and bump features for NATS modules

- Added functions to align `version.ts` with manifest versions.
- Improved discrepancy logging and semantic version comparison.
- Extended dependency handling during version bumps.
- Updated version bump logic to support pre-releases, release types, and module dependency propagation.
