Add passthrough views for ndt7_autojoin and related tables (#188)

First publication of data from the autojoin fleet:

* ndt.ndt7_legacy - The full legacy ndt7 view as currently published as ndt.ndt7.  This view will be preserved to support investigating the provenance of the legacy data.  It supports locating the raw data that was processed inorder to populate BigQuery.
* ndt.ndt7_dynamic - Fully annotated data from the dynamically registered fleet, including the provenance of the data, so researchers can locate the raw data in the archive.
* ndt.ndt7_union - The union of ndt7_legacy and ndt7_dynamic, but without provenance because it is incompatible * between the sources.
ndt.ndt7 - A replacement for the current ndt7 view, excluding the provenance information.   This matches the data in ndt7_legacy using the same schema as ndt_union.   The change presented here is unlikely to affect any researchers using ndt.ndt7.   Once the dynamic fleet is ready for production, the ndt7 view will be replaced by ndt_union.
