feat(dev): add template generation and package management

- Add Python and Rust template URLs for cookiecutter
- Create 'py' and 'rs' targets in Makefile for template generation
- Update package structure and add new packages- Enhance package metadata with classifiers and version requirements
- Remove maturin reference from build tool badge in READMEs
