feat: add ability to specify commit/branch for release tagging

- Add 'ref' input parameter to release workflow
- Allow tagging any branch, commit SHA, or tag (defaults to master)
- Add verification step to show commit info being tagged
- Maintain backward compatibility with existing workflow
