chore: remove GitHub action workflows and update package versions (#290)

Deleted unused GitHub workflows for core, JetStream, KV, ObjectStore, and services that attempted to run tests with the previous version of the library. While this sounds like a good idea it creates more problems than it solves.

Bumped internal package versions
