* Explicitly use manylinux2014 for all linux wheels

This commit updates the manylinux image used for all the linux wheel
jobs to be manylinux2014. This cibuildwheel release changes the default
to manylinux_2_18 which will raise our required glibc version in the
wheels we publish. This is an unnecessary packaging change for our users
and while it's something we can do in the future it seems unprompted at
this point since it will prevent people from using the qiskit wheels on
certain linux systems. We can look at raising this in the Qiskit 3.0.0
timeline unless there is a pressing reason to do it before that.
