fix numerous issues with the new shellcheck integration

- When vendoring is enabled, `./vendor/**` should be ignored.
- In the workflow action, the list of ignore paths was given as a YAML
  list of strings instead of as a single string containing multiple
  space-separated fields.
- In `make run-shellcheck`, there was a quoting issue that gave all
  relevant file paths to shellcheck as a single string, thus breaking
  the invocation if there is more than one shell script.
- In `make run-shellcheck`, there were quoting issues that caused ignore
  paths to be glob-expanded by the shell instead of by find(1).
