Refactor `Report` (#317)

## Context
`Report` can be heavily refactored. This is one of the rare cases where
inheritance may work (I think)

## Scope
Fix: #316 
- [x] ~~Custom reporting. TODO: Move `_report_setup` to
cellManager.enable_report~~ not sure what needs to be done. I leave it
like it is
- [x] add docstrings
- [x] report the errors in case there are some in `enable_reports`

## Testing
No need for additional tests. the API should remain the same
