Update 'reconcile' command to use DynamoDB table (#180)

Why these changes are being introduced:
* This work is an important part of ensuring that running
DSC is idempotent via tracking the state of item submissions
using a DynamoDB table. With 'reconcile' being the first step
of the DSC workflow, it is during this step that an item
submission is first recorded in the DynamoDB table.

How this addresses that need:
* Create final method Workflow.reconcile_items to orchestrate
commands for reconciling bitstreams and metadata and writing
results to DynamoDB
* Create final internal method for writing reconcile results
to DynamoDB
* Add unit tests for 'SimpleCSV' workflow
* Set table name for ItemSubmissionDB in dsc.cli.main

Side effects of this change:
* Connects the application to DynamoDB
