Refactor Safe to L2 Migration Tests

In investigating why `hardhat-toolbox v6.0.0` was not working with our
test suite, I refactored the migration tests to be more idiomatic and
not use global state.

It did not solve the v6.0.0 issue, but it was worth changing anyway :)
