Alerting settings from multiple sources (#3461)

This change allows Trento to be configured by environment variables or by using the WebUI.

- Added DB schema for the Alerting Settings.
- Added operations to the Settings context that would allow getting, creating and updating of the newly created schema for alerting settings.
- Added authorization policy for alerting settings.
- Adding web API for getting/creating/updating alerting settings.
- Full OpenAPI schema descriptions for the newly added operations and payloads.
- Front-end additions -- alerting config display in settings page and related modal form for changing the settings.
