Convert the drawer package to TypeScript (#2374)

This PR migrates the `@vrembem/drawer` package to TypeScript, updates its API to operate on typed `DrawerEntry` instances, and enhances the build process to emit declaration files and modern ES modules. It also standardizes error messages in `getElement` and updates related tests in `popover`, `modal`, and `core`.

- Converted all `packages/drawer` source files to `.ts` with explicit interfaces and types.
- Updated `package.json` and added `tsconfig.build.json` to generate `.d.ts` files and adjust entry points.
- Refactored `getElement` to throw consistent errors and updated tests across multiple packages.
