Enhance load balance memory mode to generate required memory data when no prior dry-run (#319)

## Context
Currently prior dry-run is needed to run simulation with load_balance
memory distribution

## Scope
Remove the requirement of previous dry-run generating required cell
memory usage data.
Replace the runtime error triggered by an invalid distribution per
population with a warning when a population is not distributed across
all ranks and cycles.
Fix #315 
Fix #268 

## Testing
Add load_balance test for memory mode with and without cell_memory_usage
file
