Followup fixes for uv dependencies (#540)

* retain the full repo for workspaces

* Fix rc_path not updating. Add fixes for non-local "local" sources:
ui directory did not supported nested directories (/app/ui). Seems like there's a bug in the local sync that uses the source path, which is inconsistent with the git clone
Also, uv pip installed modules were not being detected within docker container without a module reload

* sync specifically to a ui dir

* back out of that breaking change

* Also merge in UI, so as to not blow away the previously synced workflow code
