Removes memory_per_metype.json file dependecy (#312)

## Context
The file "memory_per_metype.json" contains memory usage data that can be
easily regenerated using the information already available in
"cell_memory_usage.json". Removing it helps simplify the dry run and
memory load balancing processes.

Fix #311 

## Scope
Removes "memory_per_metype.json" file dependecy

## Testing
Adapts current tests using dry-run and load balance memory
