Make Rust-space `VarsMode` strongly, not stringly, typed (#14557)

In Python-space, enums are relatively heavy and annoying, because you
can still just pass an incorrect type.  In Rust, they help clarity, come
for free, and make it impossible to ask for an invalid mode.

We manage the conversion from the Python-space string API to the
Rust-space strong type at the Python/Rust boundary.
