#11143: Use another layer as input for attribute table dropdown (#11152)

* #11143: handle fetching/displaying atrribute values from layer to be used in another layer
- create CustomAutocompleteEditor component to be used for the new requirements [fetching/displaying atrribute values from layer to be used in another layer]
- create custom stream 'createCustomPagedUniqueAutompleteStream' to fetch values
- add unit tests

* Update web/client/components/data/featuregrid/editors/CustomAutocompleteEditor.jsx

* enhance FeatureEditor plugin documentation with CustomAutocompleteEditor details

* - add jsdocs to customEditors
- update docs in FeatureEditor plugin
