Add C++ support

- Extend grammarinator-process to be able to produce generators in
  C++ (as header-only classes),
- Implement the runtime and tool classes in C++ (as a header-only
  lib, libgrammarinator) to support the execution of C++ generators
  (i.e., fuzzers).
- Implement a helper library in C (libgrlf) that helps the
  integration of a genarator and the libgrammarinator with the
  libfuzzer engine.
