fix: throw error instead of returning in `createCachedRequestFunction` (#2612)

This PR fixes an issue where errors in the in-flight request cache were returned instead of being thrown. As a result, the response error codes were not meaningful or relevant. With this fix, errors are now correctly thrown, allowing upstream handlers to respond with appropriate error codes.
