Fix SetupWithSlog debug filtering and modernize tooling

- Fix issue #24: SetupWithSlog now properly enables debug mode when slog handler accepts debug level
- Migrate golangci-lint configuration to v2 format
- Update GitHub workflow to use golangci-lint-action@v7 with v2.1.6
- Fix linting issues: use bytes.ReplaceAll and improve test assertions
- Remove deprecated linters (golint, maligned) from configuration
