Bump & fix Windows CI

Under CI Windows 2019 is going away, in order to fix 2022+ compat there
was a small bug in poll_select.c, it unconditionally imported
poll_select.h while also going via socket_{posix,win32}.h which dtrt
depending on what version of what platform needed to define pollfd. Win
2022 complained about duplicate definition of this struct.

Also add Windows 2025 which is the only other Windows version on the CI,
it doesn't yet pass but I believe it might be fixed by the upcoming Perl
5.40 release, so let it fail for now.
