arlolraReintroduce the cpu timeout * Until T110961 and T123446 are resolved, there's no way to cancel the parse, so we reintroduce the harsh penalty of killing the entire process if a request takes longer than REQ_TIMEOUT seconds. * This is, in effect, what the old cpu timeout did. service-runner's heartbeat will take care of the cases where we truly are blocked on cpu.
