Reintroduce the cpu timeout * Until T110961 and T123446 are resolved, there's no way to cancel the parse, so we reintroduce the harsh penalty of killing the entire process if a request takes longer than REQ_TIMEOUT seconds. * This is, in effect, what the old cpu timeout did. service-runner's heartbeat will take care of the cases where we truly are blocked on cpu. But it seems like in the majority of cases, we yield to send the heartbeat so, in theory, have plenty of opportunity to cancel the pipeline. * Desperate times call for desperate measures, as subbu's email points out.
