remove docutils et al to [...docs.dependencies]
This PR moves the docutils and sphinx-design dependencies from the main dependencies section into the docs dependencies group, ensuring that only the necessary packages are installed during development and operation while still being available for building the documentation.

    Removed "docutils !=0.21.post1" and "sphinx-design >=0.6,<0.7" from the main dependencies list.
    Added equivalent dependency entries for docutils and sphinx-design into [tool.poetry.group.docs.dependencies].
