Improve minor `DAGCircuit` internal-Rust interfaces (#14495)

`DAGCircuit::is_wire_idle` previously returned a `Result` where the
error case referred to an internal logic bug where the `DAGCiruit` had
become invalid.  The new form removes this, and explicitly notes the
pre-existing panic condition in its documentation.

`width` and `num_ops` are minor modifications to expose simple
structural details that `DAGCircuit` consumers already must understand
in an easier-to-ingest manner.
