Remove wasm dependencies via uuid (#14476)

In #14456 the version of the uuid crate used by qiskit's rust code was
bumped from 1.16.0 to 1.7.0. This change inadvertently brought in a
large number of transitive dependencies for building on wasm platforms.
This is because the default features for the uuid crate added two new
dependencies to support some wasm targets. However, Qiskit doesn't
support wasm as a target currently and these dependencies just add to
the build time of building qiskit from source. This commit addresses
this by disabling the default feature on uuid which removes these
dependencies.
