synapse parameters (#280)

## Context
synapse parameters can be improved

## Scope
- [x] stop using metaclasses when it is not needed
- [x] ~~recarray -> ndarray~~. EDIT: moved to another issue as it will
be slow development #282
- [x] `_extra_fields` is passed on the fly to `create_array` so that
values are placed only once (except for the 0 instantiation that needs
to be there)
- [x] fix #271
- [x] docstrings

## Testing
- [x] open #283 to rembember to improve the tests and mvoe them to unit
The synapse parameters are already tested and this change should not
affect the tests (should give the same results)
