Improved, fixed and moved installation docs

Details:

* Created a new main chapter "Installation" in a new file installation.rst,
  for keeping all installation documentation.

* Moved the section 'Quickstart' to become "Steps" in the new "Installation"
  chapter. Added links to the detailed description on steps that did not have
  such links.

* Moved the sections for the various installation approaches and for HMC
  setup, HMC userid requirements and proxy/firewall setup into the new
  "Installation" chapter. Minor improvements in these existing installation
  sections.

* Added a section "Installation on a system without Internet access" that
  describes installation to a system without Internet access.

* Moved the section about running in a Docker container to be after the
  zhmc_prometheus_exporter command section.

* In section "Exporter config file", added a sub-heading for the file format
  and changed the following config file related sections to become sub-headings.

* In the errors.rst file, changed links for details on the exporter file,
  to go the respective section instead of "Quickstart".

* Fixed the heading level for section "Logging to the System Log" - it was not
  shown in the document with the incorrect heading level.

* Removed the extra anchor for "Making a change", because the use of the
  "autosectionlabel" Sphinx extension reports that as a duplicate.
