Implementation of Byte Stuffer (#32)

1. This module tracks all the 0xFF bytes stored in output FIFO of Huffman Encoder.
2. It then stuffs 00 byte with 0xFF. So it replaces 0xFF with 0xFF00.
3. The output data from this image can be stored in a RAM capable of storing entire image.
4.num_enc_bytes Signal gives a count of number of bytes encoded.
