Acedus
flake: use upload proxy lower-band port

Previously the port used to expose the upload-proxy service belonged to
the dynamic node-port allocation range (ala upper-band) by default[1].
It made it so that node-port could be claimed by a dynamic service which
in turn causes a conflict once the upload-proxy service is attempted to
be created.

This fixes it by creating the service using a lower-band port (30085
instead of 31001).
