Use DecimalField for turnout percent

This represents the turnout better, but does mean that it ends up as a
string in the JSON response.

I'd like some input on if this is the best way to do this: DRF isn't
producing a float, but is quoting it. Can we change this, or would that
break JSON standards (I think JSON allows this)
