`ngv` new circuit (#164)

## Context
NGV needs a new circuit since the old one has no:

Fix: #162

## Scope

* [x] New circuit inspired by ringtest and
https://github.com/openbraininstitute/ArchNGV/blob/main/tests/functional/input_data_builder.py
* [x] Adds ngv test to unit testing adapting ci build and adds it to the
coverage

## Testing
This is a circuit for testing. The testings should verify that this
circuit is suitable
