Feat (Doc): Tari FAQ  (#6996)

Description
---
The following document is the first draft of a collected Tari FAQ that
collects questions from various sources into a single document. It
breaks up the queries into specific categories and aims to be accurate
but without going into too much detail.

Currently, L2 references have been omitted, which does make some answers
seemingly less than ideal (e.g. average of 8.3 transactions per
second.).
