test: Add snapshot regression tests for all `ConsensusProgram`s

Add a macro `catch_change_in_program` that generates a snapshot test
for a `ConsensusProgram`, such that the test fails whenever the
`ConsensusProgram` changes (unless its hardcoded hash is updated
also).
