properly implement `number->string` (#380)

* fix number->string for numbers that aren't just integers

and even for bigints, fix them not printing with the radixes and properly
print floats as well.

* handroll radix_fmt myself

radix_fmt and just plain formatting with "{:x}" outputs numbers in two's
complement, instead of just prepending a -. this is not the desired
outcome.

* add tests for string-number roundtrips
