* added parser to parse mrrt template file
* added test with real life mrrt template
* implemented templates tab in UI with ability to import templates and search
by title
* added View Radiology Report Templates privilege which is used in radiologyReportTemplatesTab.jsp
* added REST services
** added MrrtReportTemplateResource
** added MrrtReportTemplateSearchHandler
* added GP for templates folder

TODO/Questions
* ensure you store all 8.1.1 Template Attributes we implement IHE actor "Report Template
Manager" and thus need to store all not only the required attributes (I think
you miss contributor, relation. please check.). and
please order them as in the table in the standard.
* add tests for RadiologyDashboardFormController.uploadReportTemplate

fixed bug with imported template files been empty

resolved comments; updated test describtions, removed @Transactional from interfaces, added a new test to prevent template editing

added license header
