Commit Message

Fix annotation parameter substitution, add test.

Fix annotation parameter substitution case where (%(foo)s) was not being
properly recognized. Update the parameter substitution algorithm to
accommodate this and also be slightly more optimal.

Add unit test for some common base cases.
