Fix: The sticky toolbar and inline editor toolbar should maintain their visual position relative to the editing area, no matter the visual viewport scale or scroll in Safari on desktop and mobile devices. The contextual balloon position should be aware of the part of the top viewport offset visible in the visual viewport on Safari on desktop and mobile. Closes #7718.
