[`Optimize`]: some optimizations for `KeyedCollectionSlim` (#3913)

* optimize: KeyedCollectionSlim
* 1. Add comments for KeyedCollectionSlim;
* 2. Remove unnecessary 'where' conditions, keep 'where condition' the same as KeyedCollection;
* 3. Add initialcapacity for .ctor;
* 4. Add some benchmarks;

* Update src/Neo.IO/Caching/KeyedCollectionSlim.cs

* Revert "Update src/Neo.IO/Caching/KeyedCollectionSlim.cs"
