Added backports-datetime-fromisoformat to circumvent pip-check-reqs bug

Details:

* The pip-missing-reqs command reports  backports-datetime-fromisoformat as a
  missing dependency for ansible. This is probably due to a bug in the
  pip-check-reqs package, see its issue 397.
  This change circumvents the issue by adding the dependency to
  backports-datetime-fromisoformat (which is actually used by marshmallow
  which is used by safety).
