Performance test (#1305)

- Update isort version
  Import sorting caused some problems with the black formatter and so I
  figured I first update isort to the latest version.

- [workflow] Add start-performance-comparison.yml
  We intend to run performance comparisons on a daily basis. This new
  workflow does the first step by running every night close after
  midnight.

- As a simplification we assume that after 24 hours we have all the
  `pgo` and `big-merge` COPR builds ready from the day before.

- [workflow] performance diagrams
  I've renamed the `update-build-time-diagrams.yml` to
  `update-diagrams.yml` because we want to re-use the logic for adding
  a CSV file (`perf-results.csv`) to the `gh-pages` branch.

  In this workflow we collect the results of the performance comparison
  for "yesterday".

- Add run-perf-comparison, collect-perf-results cmds

  This adds the `run-perf-comparison` and `collect-perf-results`
  commands to the `main.py` program.

- Add performance command fns for run + collect

  This change adds these three functions

  run_performance_comparison
  collect_performance_comparison_results
  get_performance_github_issue
  ```

- [tests] Entrypoint fns for run + collect

  This adds tests to these command functions

  ```
  run_performance_comparison

- The `testing-farm-logs/` directory will be organized with sub-folders
  for each testing-farm request ID, hence the files for the added tests
  are in this directory:
