Handle global target overridden by coupling map in Rust VF2 (#14214)

The move to Rust-space `VF2Layout` didn't handle this case, which is a
documented part of the interface of the pass.  We didn't catch it
because the test of it happens to set a `seed`, which is one of the
conditions for skipping the Rust-space version of the pass.

As a side-effect of this fix, the Rust fast-path can now handle the case
of no `Target` given at all.
