logdog: make MakeStreamName more versatile.

Currently, the user must supply a fill sequence even if it isn't needed.
Make it so that the fill sequence can be empty, and is only validated if
needed. This allows the user to have an empty fill sequence, opting for
an error if the input string is invalid.
