* Regenerate HCO CRD

References to minTLSVersion configuration
got fixed in Openshift APIs with
https://github.com/openshift/api/pull/1679
and we are now consuming it.
All the changes are in textual descriptions
that are now consistent with the actual APIs.

* Fix tests expectations for TLS 1.3 ciphers

TLS 1.3 ciphers were disables in the past on
openshift due to golang limitations.
