No exception if .disconnect() is called with quiet=True

The idea is to be able to call .disconnect() from a __del__() finalizer
and do not raise any exception.

For example it is called from:
- PCSCCardConnection.close() called from PCSCCardConnection.__del__()
- CardService.__del__()
