Add Support for ECS Credential Provider

Adds the `Aws::ECSCredentials` class, which provides refreshable
credentials within Amazon EC2 Container Service containers, when the
credential provider feature is enabled.

Also, adds this credential provider to the default credential provider
chain. If the feature is present, the `Aws::ECSCredentials` provider
will be used instead of the EC2 Instance Metadata service provider.
