add docs site for mpt using mkdocs-material

- integrate mkdocs-material theme and configure basic site settings
- add documentation content from `README.md` to `site/docs/index.md`
- include custom analytics script in `site/overrides/partials/integrations/analytics/custom.html`
- create Makefile target `prep_site` for syncing README with the documentation index
- add extra CSS for hiding certain elements in `site/docs/stylesheets/extra.css`
- define dependencies in `site/requirements.txt`
