Merge pull request #4 from evolution-gaming/feature/big-update

- updated Scala versions, sbt and plugins
- switched to sbt-dynver like in other projects
- enabled bincompat checks
- updated CI and release actions
- updated JDK in CI from 11 to 17
- updated scalafmt - replaced outdated 2nd version conf with a new one I had at hand
