BGPSpeaker: Support Ethernet VPN update messages

This patch enables BGPSpeaker to advertise BGP EVPN routes and
store the advertised BGP EVPN routes from the neighbors.

TODO:
 - Currently, BGPSpeaker users are required to specify an EVPN
   NLRI instance to the API of BGPSpeaker to advertise a route.
   So, this API is not easy to use and also cannot be called
   through RPC CLI commands.
   More user-friendly format should be implemented.
 - To support the VRF table for BGP EVPN routes.
